Could you modify it so it could work on the Universal Windows Platform also (shouldn't be much more than adding a second .csproj file) and also I would like to know what license this is under,

It's an old project. I put the source code up as a starting point for other people to make it their own. I never intended to add further features to it. I've added a permissive MIT license.
