I can't find any controls to adjust delay actions since I updated to version 3.5.1. Where can i find it?

This is not a bug, delays are no longer a property of an action but instead now have their own action internal: Wait which supports variables and expressions. Additionally, 3.5.0 also added Action Groups, allow you to run groups of actions either sequentially or concurrently which along with the internal: Wait action allows more control over when and how actions are executed.

Yes, this is intended. It was communicated through the new 'Whats new' dialog that opened at first launch
