Change for new features and widgets...

Tests are quite strictly required for new features and widgets in Orange. How about adding such a condition on documentation as well? I know, this is the least fun part (I am super lazy in writing orange-spectroscopy documentation btw!) of the development, but it is an important part.

I am trying to update some widgets' outdated helps, and I hope I will finish all before I get bored. :)

Everything that needs should have a documentation update, otherwise no merge.

Are there any alternative solutions?

Someone does it at some point in the future. :)
