update links to other BIDS wesbite that have been "taken down" #1933

When the BIDS website is finalized

links to the starter-kit in left navbar should be updated to point to the relevant sections
links to the bids starter kit in the README
check which link give a redirect
- for example the one for the "BEP guide" on this page: https://bids-specification.readthedocs.io/en/stable/appendices/schema.html
