These two videos were recommended by Todd Gamblin in an email discussion. I think they could be the basis for a CC on packaging. I'm sure there are other resources too, if we did a little searching.

Note that both of these videos are talks at CPPCon (a conference focused on C++), but actually, very little of the content is specific to C++.
