This year's rOpenSci checkers project closely aligns with this, in that we attempted to define a set of compendia standards (https://docs.google.com/document/d/1OYcWJUk-MiM2C1TIHB1Rn6rXoF5fHwRX-7_C12Blx8g) and a way to automate checking some of them (https://github.com/ropenscilabs/checkers/). You might find them helpful in setting your policies.
