Ruins in new Spawn room not being emptied #180

Feature request summary

The Ruins (similar to tombstones) in the newly spawned room are not being emptied.

I am adding this here because not certain if it would be considered a new feature or a bug.

The room is full of old Ruins that were Extensions, Towers, and even a Storage that has 1,000,000 energy in it.
None of them are being emptied. The room example is: https://screeps.com/a/#!/room/shard3/W33S38

Structures with Energy in them should be emptied as a priority before Harvest of Sources.

This commit seems to be addressing Ruins in some way:

I am new to Overmind (1st day today), and it seems very well done. I tried to create a roleRuins() but it did not work.

Also, Ruins and Enemy buildings in a next door room are not being emptied. Even if a Flag is put on the structure.
Flag:Yellow/Blue-Haul (experimental): create dedicated haulers to bring back resources from a structure.
