Issue summary

Description of issue:

Terminals in all rooms are overflowing on a private server due to lack of market. Now that one is created they are so full of minerals that energy isn't being placed in them to complete transfers.

Steps to reproduce:

Terminals full of minerals with little to no energy

Error message:

Suggested fix (optional):

Have either the Manager or Queens remove extraneous minerals and drop them to place energy so that transfers can occur. They can recover dropped minerals as necessary as the terminal empties.
