Describe the task
To complete #3379 we need to complete #2561. To do that we need to replace some pytest-bdd tests.

Acceptance Criteria

  • api/app/tests/forecasts/test_noon_forecasts.feature is replaced with vanilla pytest tests
  • No coverage change
