Allow issuers to manage their credential registrations

Currently a publisher admin needs to submit the credential registration payload on behalf of each issuer, and this could cause overhead when managing the service.

It could be a good idea to allow issuers to submit/update their own credential registration payloads, so that they can maintain the credential structure and mappings independently.
