Add keycloak SSO plugins to FE and BE

Describe the task
An admin should be able to log in and access a specific page/content within the NR-NMP website. Similarly, the backend API should return certain content only to authenticated users.

Acceptance Criteria

• Add bcgov keycloak plugins to NR-NMP
• Integrate plugins into the NR-NMP project
• Add simple login flow and small elements gated by login
