Describe the task

Create a new secure role like FOM_ADMIN
Allow this role to transition any FOM in any state to any other state. This needs UI design,
UI design: give this role access to Edit FOM page. Have a new button named something like "Change State" that allows any new state? (Or maybe only logical transitions. E.g. can't skip forward, only back).
Repeatable patter for other FDS apps? (to be a new FAM ticket)
