Describe the task
Export summary report with comments in a .csv file format

Acceptance Criteria

As a FOM submitter I want to download the FOM summary report with all the comments (including tags) in a csv format so that I can transfer the info to the LRM or so that I can file it for recordkeeping

Additional context

Might need to better understand the user need here. Should it be a csv file, or does it make sense to be another format? or a more direct connection to the LRM via API?
