Describe the task

CAS is intereseted in seeing what has been reported in the swrs reports for non-attributable emissions. We can parse this data out for them in the ETL using the nonAttributableEmissions xml tag.

To do this, we could add a new table/materialized view for non-attributable emissions & add it to our ETL
