Authorized issuers are included in a file specified by the ISSUER_REGISTRY_URL environment variable.

It appears that the file is being cached indefinitely, causing the VC Service to become out of sync with the allowed issuer configuration.

We could possibly download a new version of the configuration file if the issuer is not recognized at known, and try again.

Question: what happens if an issuer is removed from the list?
