How to import files outside the package in npm_package_bin

Directory structure:

I'm trying to migrate this build to bazel. I'm able to run tsoa (api spec generator) with npm_package_bin but it fails because while running tsoa in ts/api, I don't have access to ts/common/ .

but it still fails because it can't find the types from ts/common

Any general idea about how this can be fixed?
