No, just a feature.

Describe the solution you'd like
I want to use the same keyboard layout for both OS.

Describe alternatives you've considered
Based on https://askubuntu.com/a/844907/118982 and the Tweaks (gnome-tweaks) app:

  • Ctrl position
    • Left Alt as Ctrl, Left Ctrl as Win, Left Win as Left Alt
  • Alt/Win keyboard behaviour
    • Disabled

With this config I still can't figure out how to:

  • move between words in inputs, or to the beginning/end of a line
  • switch to the left/right tab in Chrome by doing control+tab
