Support marketplaces that reside outside of the US #294

We're looking to run marketplaces in multiple countries, starting with the US and Canada. We don't need payouts between countries, just within each. Thanks. |

This issue is being split from #23, which talks about international accounts and payouts. Supporting non-US based marketplaces is a different process, and it would be useful to breakup the requests.
