Describe the feature you'd like to have.
Currently whatever owner references are being passed by the users are being added, we would want a way to validate those owner references to avoid garbage collection problems. This issue was born out the the PR review here: https://github.com/backube/pvc-transfer/pull/4/files#r746971130

What is the value to the end user? (why is it a priority?)

How will we know we have a good solution? (acceptance criteria)
