Windows builds

It would be good to get some windows builds running alongside the travis ones. I'm not sure what the best way to do this is, but at a guess it would be appveyor? (very open to other suggestions though)

Hey @rochejul, Whilst I don't really know much about the specifics of windows builds and publishing with scoop, I think we probably could make our builds available there. We'd love to make the ayojs builds as widely available as possible :-)
