Index.html customization doesn't take effect

Hello,
I have customized css and index.html files for Developer portal.
Css-file is Uploaded to custom-content folder and works as supposed. Also png-file changes and md texts appears to portal.
But when I upload new index.html file to Portal sites S3 bucket I don'see changes. What I have done is.
-Upload new index.html to sites S3 bucket
-Cloud Formation update with new StaticAssetRebuildToken

• Cloudfront Ditributions invalidate
• Empty browsers cahce and refresh site

Changes like Title tags new title doesn't take effect. How Index.html customization should be done right?
