Prevent DROP function from dropping SQL scripts/control file #51

This is to prevent pg_upgrade's from being stuck. At the same time, we should provide users with a function wrapper to uninstall an extension (if it hasn't already been installed/created)

Note -- this might not be necessary if I understand how pg_upgrade works, need to test
