Environment variable WR_CTAS_APPROACH never work

Hi.

I'm using aws wrangler v3.9.1.

I tried setting it as an environment variable WR_CTAS_APPROACH according to the document below, but it didn't work.
I'd appreciate it if you could look into it a bit.
