Fix iOS builds: (#368)

Update aws-crt-cpp -&gt; v0.17.13, which also brings along:
* Fix crash after failed S2N TLS connection
* Platform-specific ifdefs removed TlsOptions.h. These are now runtime errors, instead of compile-time errors.
