Always allow admins to access the email logs #185

Description

If an admin set "Can See Submission data" to a capability that his/her account doesn't have, then the admin can't access the email logs anymore.

This issue has been reported in wp.org, see this and this.

Possible Solution

Admin users should always have access to Email Logs depending on the capability set in "Can See Submission data".
