Allow customer to be marked as Tax Exempt

Enhancement Request

Please enhance EDD to allow a customer to be marked as Tax Exempt.

Explain your enhancement (please be detailed)

When a purchaser checks out, provide a checkmark to indicate they are Tax Exempt and a field to enter their Tax Exempt ID. Then do not charge tax for this purchase and future purchases. Also add this information to any purchase reports and create a new report that identifies all Tax Exempt customers and transactions.

Justification or use case

I am a composer that is setting up a website to self publish my works as PDF document downloads. Most of my customers will be churches and schools that are Tax Exempt. I will, however have customers other than churches and schools (professional and community bands, orchestras and choirs) that are not Tax Exempt, so simply turning off the current tax option or making individual products Tax Exempt will not work for me. The plugin "Tax Exempt" by Addify currently does this for Woo Commerce. However, EDD is a much better product for digital downloads. That is why I chose it over Woo Commerce.

I am currently working on my website and hope to have it operational by August 1, 2023. Please consider this enhancement, sooner than later.
