[DEA] Unable to edit address

Describe the bug
On registration or on edit, the hierarchy of the locations is jumbled(Reproducible only for gvamp_uat and goonj).
And on edit, unable to edit the address

To Reproduce
Steps to reproduce the behavior:

1. Click on register(Activity or Distribution)
2. Select address
3. After selecting the addresses, you should see that the address gets jumbled.
4. This seems to be causing more issues, like I am unable to change address by editing any of the higher hierarchies

Expected behavior

• On edit of registration, It should appear according to the hierarchy.
• Should be able to change address of any level
