Describe the bug
I updated recently testnet and mainnet to v0.6.12, mainnet seems to not have any trouble but even trying an update to v0.7.0 the error persist. Testnet was running for almost 700M txs, so I cannot image what's this error.

Did you update your versions after the activation has occured (November 25)? Were you running a AvalancheGo v1.11.x version before that?

You missed the update time and need to update the file upgrade.json. Add "etnaTimestamp".
