Add banner on Permanent Storage section to advertise Auto-Drive

Add banner/explainer to invite user to use Auto Drive on the Permanent storage section

Basically telling them that if they want to upload and store data permanently on Autonomys Network, they can signup to Auto Drive at https://ai3.storage
