Line from variable is missing when the variable have VLM information

I created a valuelevel for AVAL in ADADAS. After I ran spec_to_metacore, I only see records from VLM, the one from variable is not there. Columns in VLM must be populated only if they are different at value level. The record from variable should also be kept.
