Webpack CSS extraction for component library

The docs say

If you're building a design system or component library and shipping to NPM you shouldn't extract just yet, let your consumers do it in their app.

Why is this advised? Wouldn't this mean only consumers that happen to be using Webpack be able to take advantage of static stylesheets?
