raven configuration - separated package.

env checker for using at our projects

How i see - this component are separated.
Plugin should require or install inside the raven-js stuff

Then it should check if we have a .env file, with important to use files.

Keep in mind that i want to use this plugin into to\wo "places" - one is for frontend - React
Another place related to server api.

So it can be other variable names like LOOPBACK_... it also important to have a readme file with a clear explanation how to use it. And we should have tests + travis ci integration, so we can easily work on updates for this packages.
