Title: Update Project Dependencies for Performance, Security, and Compatibility #1690

Description: This PR updates the major project dependencies to improve performance, security, and compatibility. In addition to updating the dependencies, the following changes were made:

Updated the oclifhandler and fixed related issues.

• Fixed the Oclif Handler
• Removed deprecated packages.
• Fixed the path of the hook in package.json.

These updates ensure better stability and a more optimized development environment.
