Move "General Configuration options of the accumulated phrase" to the Configuration page

After some comments of user with difficulties to find the options to configure the "accumulated phrase" we consider that must be moved to the Configuration page as a section inside the User Configuration.

Currently these options are connected to single collect elements and it's possible to create different collect elements with different options. However I think that's something that is never needed and therefore it would be possible to move the options to the settings page, if it's changed that the options apply globally and not per collect element.

In the long term I think that maybe there should be a second settings page for input options, where these collect element options, the new options from #169 and also all options for input methods can be located. The current situation where the input options are above the grid maybe isn't the best and most intuitive?! Or maybe all settings should be in a single page, better structured and collapsable in accordion elements?!

We think that the best is:

1. "Acoustic Feedback Options" remove from settings page and configure only from Input options as is at the moment.
2. Input Options we consider that is ok in actual place. We don't consider a change to another page is needed. For us, it's usable and accessible where it is now. 
3. Related to Collect element general settings, we consider that the best to define globally in settings page as we propose. Really, we don't think that it's neccesary to customize each collect element separately and that people use more than one collect element.
