What is the current behavior?

Both /releases and the README.md only refer to WORKSPACE based usage despite there being a MODULE.bazel as well as this project being in the Bazel Central Registry

Describe the feature

Usage instructions should give at least equal prominence for what is expect to become the only way to import repositories.
