Support cargo clippy and cargo test for testing in CI

Hello, in Github action we are testing Elixir, but the rust part is not tested. I think we can force 2 these commands, each of them is failed should stop the CI

cargo clippy
cargo test

Another suggesting is, I think it is better to test rust first if it is successful we run the elixir CI.
