Update to pre-commit v4

What happened?

Pre-commit v4 is now available and comes with a config migrator function to deal with breaking changes. We should update to this and update our CI calls to the deprecated pre-commit action so that we're aligned across all uses of pre-commit in terms of what version we're using.

Some deprecation warnings in our GH runners relate to this issue.
