condense scanlist participation stuff, save bytes!

If we don't need backwards compatibility (seems like the scanlist_participation bits are reversed on the eeprom?), we can save even more bytes...

My goal is to save enough bytes so we can have both FM Broadcast and Spectrum at the same time. Or I can always dream ;)

Do you mean to have the Spectrum etc running while listening to fm radio ?

Nope, just have both features enabled in firmware instead of having to choose which one to build/flash.
