Now that .default() and .optional() return a tuple definition based on arktype's syntax, they should be moved to arktype.

This will likely be a part of a larger refactoring of boundaries between @ark/schema and arktype since for now there is no runtime subclass for BaseRoot specific to arktype's syntax.
