手元で cargo publish するのはめんどい。

考えること

Cargo.toml の version は誰が書き換えるのか
tag push の protection
なんらかのバリデーション
- タグの形式とか？
- semver の自動検証
そもそもどういうワークフローにするか

GitHub Releases まで自動でやるか
CHANGELOG とかやるか
