Swift 4+ / XCode 10.2 Support #3

XCode 10.2 is out which supports iOS 12.2, and removes support for Swift 3. Since Arcus is built as a Swift 3 app, this means the app won't build anymore, furthermore it is not easy to deploy to an iOS device from XCode 12.1 since it doesn't support iOS 12.2.

Experimenting with upgrading in https://github.com/wl-net/arcusios. It's not going especially well.
