This is for rules in xml format. Very old and not documented. Actually not functioning.

This capability (e.g. XmlPackageReader) had been moved to kogito-runtimes by https://issues.redhat.com/browse/DROOLS-6949

Then, removed in kogito-runtimes by apache/incubator-kie-kogito-runtimes#3395
