Split buildbox to separate wheel #1878

buildbox binaries are Python version independent. It would be useful they would live in a separate wheel that is version-independent while BuildStream is Python version dependent (Cython extensions). This would allow both easier updates of buildbox stack without BuildStream releases and users being able to easily install BuildStream from sdist while still being able to obtain the buildbox stack as a dependency.

This could be either extra or hardcoded dependency
