Remove all RCs after release

There are RCs in https://dist.apache.org/repos/dist/dev/arrow/ . We don't need them after a release vote passed

Describe the solution you'd like

We can remove them in a post release task.

Describe alternatives you've considered

None.

Other Arrow projects do this:

• apache/arrow uses https://github.com/apache/arrow/blob/main/dev/release/post-09-remove-old-artifacts.sh for it
• apache/arrow-adbc uses a similar script: https://github.com/apache/arrow-adbc/blob/main/dev/release/post-10-remove-old-artifacts.sh
