When an election was started, not all voters got the pushed ballot.

The voter was kept in the "waiting for ballot" state, even tough other voters received the ballot

Do you know if they refreshed the page or moved out and back to the election page after verification?
If so, this explains the issue. As we dont have reconnect to election live on server.
If not: did you try to push the ballot multiple times? to make sure every one gets it.< hacky yes>

They did not refresh the page as far as i know.
I had two ballots in the election, i tried to push them both multiple times
