No entry in document table when modifying tags

User story

1. As a user I want to update items by modifying tags.
2. I need that this functionality is not treated like a modification by document upload.
3. So that the tag modification does not affect the document db table.

Acceptance criteria

• Tag modifications work like before.
• The process is internally not depicted as a document upload.

Feature has been fully implemented
No known errors
All acceptance criteria were met
Test passes
