What package is missing from Amazon Linux 2023? Please describe and include package name.

Rootless daemonless CLI tool to work with container image registries (validate signatures, copy images, sign images).

Is this an update to existing package or new package request?

Is this package available in Amazon Linux 2? If it is available via external sources such as EPEL, please specify.

It is available in CentOS Stream, Fedora and RHEL. It should be available on amazon linux 2023

Any additional information you'd like to include. (use-cases, etc)

skopeo is a really great cli tool that we use to verify, copy and sign container images without having to install docker.
