I'd propose that a useful resource like this gets included, but I'm not sure who would include the reference and the format for the pointer, especially since it's a PDF. (Hoping it would be someone from AWS.)

If it was released within the past week during the curation of the current WIR, wouldn't you just say something like "...AWS published a Whitepaper about Jenkins on AWS..."?
If it's something that was "missed" from a prior week, I don't know if the rules for something like that have been established. Pby @jeffbarr needs to define some limits, like nothing more than 30 days back can be captured, and then maybe add it as a separate section like "Missed Resources" or "Notable Past Announcements" or something to that effect.
