Results in the client getting stuck in the lobby with no decoded frames, sometimes even prevents the process from exiting?
Encode resolution should be capped even if the SteamVR resolution isn't (ie, for foveated rendering or SSAO)
TODO: Figure out the exact resolution cutoff (4096?)
