Rename ReservePoolPolicies #251

After #250 is merged, the ReservePoolPolicies have shifted in responsibility a little and framing them as Policies might not be accurate anymore. We should consider renaming them at the expense of breaking backwards compatibility. Suggestions offline were: "PoolAllocator", "PoolProvider".
